India has strongly criticised Pakistan at the UN Security Council, saying it is using cross-border terrorism as an 'instrument of state policy'. Speaking during the high-level open debate on 'Management of Natural Resources: Foundation for Peace, Security and Prosperity' at the Security Council, India's Permanent Representative to the United Nations Parvatnaini Harish asserted that Kashmir remains an integral and inalienable part of India.

He noted that Pakistan misused these high-level talks.

"To spread lies." Speaking about the Indus Waters Treaty, he said that India's position on the treaty has been clear and consistent.
