The Supreme Court today said that even though the Central Government has assured to withdraw the FIR filed to withdraw the Jhural Janata Party's agitation, the decision to withdraw the cases against students who participated in the agitations held at various places is to be taken by the respective states.

Also, the court had on July 28 directed that action not be taken against students who do not have a 'criminal background'. However, the petitioners told the court that since the term 'criminal background' is ambiguous, students involved in minor crimes may face problems. On this, a bench of Chief Justice Suryakant, Justice Joymalya Bagchi and Justice V.

The bench of Justices Mohana and A.K. Mohana also clarified that only those who commit serious crimes should be considered to have a 'criminal background'. The bench said that the court is considering whether to appoint a special investigation team of police officers or a committee headed by a retired judge to investigate allegations of excessive force used by the police during the student protests.

The court also said that comprehensive guidelines will be prepared on when and how to use pellet guns. The next hearing will be held on August 18.
