Parliament to take up key Bills in Rajya Sabha, Lok Sabha

Parliament will take up key bills on banking, taxation, Kerala’s proposed name change, cooperative development and mining regulations in both Houses.

In the Rajya Sabha, or the upper house, Union Finance Minister Nirmala Sitharaman will move the Bankers’ Books Evidence Bill, 2026.

The aim is to overhaul the colonial-era Bankers’ Books Evidence Act of 1891 and bring the legal framework governing financial evidence in line with modern, digital banking systems.

Sitharaman will also move the Taxation and Other Laws (Amendment) Bill, 2026.

The bill was passed by the Lok Sabha on August 6 to update tax rules, attract foreign investment, and change digital payment regulations.

In the Lok Sabha, or the lower house, Union Home Minister Amit Shah will introduce the Kerala (Alteration of Name) Bill, 2026.

The bill proposes to change the name of the State of ‘Kerala’ to ‘Keralam’.

In February 2026, the Union Cabinet had cleared the proposal for the name change. Earlier, the Legislative Assembly of Kerala had passed a resolution in June 2024 to alter the name of the State of ‘Kerala’ to ‘Keralam’.

Amit Shah will also move the National Co-operative Development Corporation (Amendment) Bill, 2026. The bill expands the financial and operational powers of the NCDC to strengthen India’s cooperative sector.

Meanwhile, Mines Minister G. Kishan Reddy will move the Mines and Minerals (Development and Regulation) Amendment Bill, 2026.

The bill aims to require central government approval for state-imposed mineral taxes and cesses, designed to tighten regulatory control over mineral-bearing lands in India.
