Beyond the JSSC-CGL cancellation, the state Cabinet took a far-reaching decision to invalidate all recruitment activities handled by the controversial outsourced testing company, TSR Data Processing Private Limited (TDPL). Chief Minister Soren explicitly clarified that all examinations conducted, results published, candidates selected, and operational activities carried out by TDPL since 2014 stand entirely scrapped. The decision comes as ongoing parallel investigations by the Special Investigation Team (SIT) and the Crime Investigation Department (CID) uncovered a complex, interconnected network of corporate entities and examination rackets operating within the state's public recruitment ecosystem.

Comprehensive High-Level Inquiry and Systemic Recruitment Reforms

Expanding the mandate for administrative accountability, Chief Minister Hemant Soren ordered a comprehensive, high-level inquiry covering all major and minor irregularities across public service recruitment examinations conducted since 2014. He noted that recent investigative findings revealed alarming overlaps, including individuals appointed through the CGL recruitment pipeline who were subsequently arrested in connection with malpractices in the Jharkhand Public Service Commission (JPSC) examinations.

To prevent future lapses and rebuild public trust, the state government announced the establishment of a dedicated Examination Reforms Committee, to be headed by senior IAS officer Amitabh Kaushal. The committee will review existing Standard Operating Procedures (SOPs), consult educators, parents, and students via a newly launched public feedback portal, and formulate stringent statutory safeguards to govern future competitive examinations in Jharkhand. With these comprehensive measures, the state administration aims to ensure complete transparency, institutional integrity, and merit-based appointments for all upcoming state civil service recruitment drives.
