The United States has accused Iran of transporting Revolutionary Guard (IRGC) personnel and military experts to Yemen through flights from Houthi-controlled Sanaa.

The United States warned the United Nations Security Council that it would respond with full force if Iran attacked the ships. The US deputy ambassador to the United Nations said that on July 3, a plane from Tehran brought IRGC personnel—including drone and missile experts—under the guise of transporting Houthi officials for funerals.

The US has called the action a violation of UN Resolution 2216. Meanwhile, Yemen has called the airstrikes a violation of its sovereignty; while Russia has called for restraint, stating that the airstrikes are humanitarian in nature and that the consent of Yemeni authorities was required for this.
