Rajya Sabha Member of Parliament Raghav Chadha announced a major regulatory milestone for India's prepaid mobile subscribers following the formal issuance of the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, by the Telecom Regulatory Authority of India (TRAI). In an official public statement, Chadha welcomed the implementation of mandatory 30-day validity recharges and standalone voice-and-SMS tariff vouchers, highlighting that the regulatory changes directly respond to widespread consumer grievances regarding inflexible telecom billing structures.
The new policy mandate addresses the long-standing industry practice of 28-day recharge cycles, which effectively forced prepaid consumers to complete 13 monthly recharges in a single calendar year. Under the amended regulatory framework, telecom service providers must offer standalone voice and SMS options corresponding to every validity period, while also providing same-date monthly renewal plans to simplify consumer budgeting and eliminate mandatory data bundling.
Parliamentary Intervention and Regulatory Reforms
The regulatory directive comes after MP Raghav Chadha raised the issue during parliamentary proceedings on March 11, 2026. During his address in Parliament, Chadha argued that the structure of 28-day validity cycles imposed unnecessary financial friction on low-income households, dual-SIM owners, and feature-phone users who primary required basic voice connectivity without bundled high-speed internet packages.
"Many of you had shared your concerns with me about limited and inflexible recharge options. I raised this issue in Parliament on 11th March, seeking greater choice and more affordable options for consumers. I am grateful to the Government of India and TRAI for resolving these concerns in the interest of greater consumer choice and convenience," Chadha stated while acknowledging the executive intervention.
Structural Changes for Low-Budget Mobile Subscribers
The Thirteenth Amendment Regulations enforce structural tariff adjustments across all major operating telecom companies, including Reliance Jio, Bharti Airtel, and Vodafone Idea. Service providers are instructed to adjust tariff rates proportionally for non-data packs to ensure that basic users are not charged for unutilized internet allocations.
The regulatory authority has mandated that all commercial telecom entities update their retail points, web portals, and self-care applications to feature these compliant 30-day and voice-only options by October 21, 2026.
