In a major strategic step toward elevating Odisha’s industrial capabilities and developing a robust semiconductor ecosystem, the state’s Electronics and Information Technology Minister, Dr. Mukesh Mahaling, conducted an extensive official visit to Dholera in Gujarat on August 19, 2026. The high-level delegation inspected Dholera's integrated urban planning, smart city infrastructure, and dedicated activation area to examine the foundational requirements for building high-tech industrial corridors.

During the tour, Minister Mahaling paid a key visit to the state-of-the-art Tata Electronics Semiconductor Fab facility. Emphasizing the broader requirements of semiconductor manufacturing, Dr. Mahaling highlighted that launching a semiconductor industry involves far more than constructing a single fab plant. It demands the comprehensive cultivation of a supportive industrial ecosystem, an extensive vendor network, resilient utility infrastructure, and specialized human capital. He stated that the valuable operational insights gained from Dholera would directly shape Odisha's roadmap to emerge as India's next semiconductor and technology hub under the vision of Prime Minister Narendra Modi and Chief Minister Mohan Charan Majhi. The visit was attended by senior state leadership, including Electronics and IT Department Additional Chief Secretary Habib Kumar Deb, OPTCL Chairman Bhaskar Jyoti Sharma, OKAC CEO Dr. Pradeep Kumar Raut, and Joint Secretary Kaustubh Pani.

Strategic Focus on Semiconductor Infrastructure and Skilled Workforce

The official delegation placed significant emphasis on evaluating the specialized vendor networks, logistics management, and utility support essential for sustaining semiconductor manufacturing operations. Establishing a reliable supply chain network is vital for drawing global technology investments and ensuring uninterrupted production workflows.

Additionally, the delegation examined technical training models and specialized workforce development initiatives tailored for high-tech electronics manufacturing. By integrating these strategic learnings into state policies, Odisha aims to accelerate its transition into a preferred destination for semiconductor manufacturing and advanced technological innovation. Furthermore, the delegation noted that establishing direct policy support, streamlining land allocation procedures, and building partnerships with leading academic institutions will be essential steps in positioning Odisha as an attractive destination for foreign direct investment in deep-tech and microelectronics industries.
