In a major landmark for regional energy security and bilateral relations, India and Mauritius officially executed a strategic Memorandum of Understanding (MoU) to expand comprehensive cooperation within the oil and natural gas sectors on Friday, August 22, 2026. The agreement was formally signed by India’s Union Minister for Petroleum and Natural Gas, Hardeep Singh Puri, during his official two-day diplomatic visit to Mauritius from August 20 to August 21. The signing ceremony took place in the presence of the Prime Minister of Mauritius, Dr. Navinchandra Ramgoolam, underscoring the deep-rooted economic and strategic ties shared between both Indian Ocean neighbors.

Under the framework of this five-year bilateral agreement, Mauritius has entered into a structured long-term sales and purchase deal for essential petroleum products. Under these terms, Indian Oil Corporation Limited (IOCL) will reliably supply Mauritius with its vital energy requirements, including motor spirit (petrol), high-speed diesel, and aviation turbine fuel. This initiative provides Mauritius with guaranteed long-term fuel security, insulated from global market volatility. Beyond commercial trade, the agreement serves as a foundational step toward strengthening energy infrastructure, supply chain resilience, and institutional collaboration between the two friendly nations.

Furthermore, the partnership opens up new avenues for technical knowledge transfer, joint exploration studies, and capacity-building programs for maritime logistics workers. Indian energy public sector undertakings (PSUs) are expected to assist Mauritius in modernizing its port storage facilities and bunkering operations, ensuring that the island nation develops robust holding capacity for emergency reserves.

Strategic Impact on Regional Maritime Energy Security

The long-term pact reflects India's proactive 'Neighbourhood First' policy and its strategic commitment to the SAGAR (Security and Growth for All in the Region) vision across the Indian Ocean Region.

By positioning Indian public sector undertakings as trusted primary energy suppliers, India continues to bolster economic stability, maritime logistics, and strategic trade partnerships across partner nations in Africa and the Indian Ocean. This comprehensive cooperation also reinforces maritime surveillance and safe sea-lane navigation, establishing a resilient framework that protects key trade corridors against global supply chain disruptions and volatile fuel pricing.
