The 2nd meeting of the India-Malaysia Joint Working Group (JWG) on Public Administration and Governance Reforms was successfully held on Tuesday, August 18, 2026, in New Delhi. The session was co-chaired by Puneet Yadav, Additional Secretary of India's Department of Administrative Reforms and Public Grievances (DARPG), and Datuk Dr. Mohammad Bakhari bin Ismail, Deputy Director General of Public Service (Development), Malaysia. Senior officials from India’s Ministry of External Affairs (MEA), the High Commission of India in Kuala Lumpur, and the National Centre for Good Governance (NCGG) also actively participated in the deliberations. Welcoming the delegation, Puneet Yadav highlighted the long-standing, multi-faceted ties between the two nations, noting that bilateral relations were elevated to a Comprehensive Strategic Partnership in August 2024 and further energized by Prime Minister Narendra Modi's official visit to Malaysia in February 2026.

The Joint Working Group reviewed the steady progress achieved since its inaugural meeting held on November 13, 2024. Both delegations confirmed and adopted the minutes of the first meeting while designating dedicated focal points to streamline communication, coordinate activities, and ensure the effective implementation of agreed-upon initiatives. Discussions extensively covered ongoing capacity-building programs conducted under the Indian Technical and Economic Cooperation (ITEC) framework. The Malaysian side offered highly positive feedback regarding the academic modules, institutional visits, and overall hospitality provided to participants, while both sides explored specialized capacity-building modules for senior Malaysian civil servants for the 2026 and 2027 batches.

Knowledge Sharing in Digital Governance, AI, and Public Grievance Redressal

The meeting served as a robust platform for exchanging best practices in public sector modernization and governance reforms. The Malaysian delegation presented its strategic framework for public sector transformation, centered on people, processes, and technology driven by continuous innovation. Detailed discussions encompassed key technological domains including digital government, artificial intelligence, cloud services, shared digital infrastructure, cybersecurity, blockchain, and data-driven decision-making aimed at delivering seamless, citizen-centric public services.

The Indian delegation shared landmark achievements under the Centralised Public Grievance Redress and Monitoring System (CPGRAMS)—the world’s largest 24x7 digital citizen-interface platform for grievance redressal. DARPG highlighted its cutting-edge AI initiative, 'Samadhan Didi', an AI-enabled voice chatbot launched on May 30, 2026. The conversational chatbot enhances CPGRAMS by offering multilingual, rapid, and user-friendly assistance to citizens. Concluding the session, the Malaysian side presented the 'Malaysia-India Governance Partnership: 2027-2029 Strategic Roadmap', establishing a three-year implementation framework to deepen institutional engagement, capacity building, and public service delivery enhancement between both countries.
